In Windows "Error 1053" shows on WA Agent restart, logs show "Internal Error has occurred"

When restarting WA Agent on Windows OS, the service shows this error message




WA Agent is unable to make changes (write / delete) its files.

XX/XX/2021 00:00:12.345-0400: Queue::cleanQueue Unable to delete database\queue_transmitter_for_os.odb: 32(The process cannot access the file because it is being used by another process.)
09/10/2021 06:12:52.958-0400: Runner: Internal error has occured. Exiting

During shutdown, agent tries cleanup some of its files.  If another process has a hold on the agent database, log and spool directory, then it will not be able to properly shutdown.  Some windows anti-virus or security applications may have a hold on the agent directory files.

It is recommended to exempt agent directory file scanning by Anti-Virus or related software.
