PTF LU00071 and LU00172 were correctly applied on the SMP/E CABDLOAD.
Something went wrong while copying the modules from that CABDLOAD to the runtime load library used by the MUF experiencing this error, so modules DBCFMPR and DBSMAPR were not updated on the runtime library:
09.30.45 STC85074 DB00248I - PARM PGMDT=20151231, DBCFMPR 2019/08/05-1256 15.1 SO09510
09.30.46 STC85074 DB00248I - PARM PGMDT=20151231, DBSMAPR 2018/10/30-1248 15.1 SO05738
Once the two modules were copied again, the abend no longer occurred. A CAMODID utility can help in checking the RMID of the modules.
