TSS STC not starting after migration to a PDSE library

Issue/Introduction

After applying PTF SO14539 for CA TLMS the SYS1.CAILIB had to be changed to a PDSE dataset. (The Action for this PTF)

IPL'ing the system with the new maintenance and TSS does not start and abends with a U0012.

Top Secret needs to run as a PDS library not a PDSE library and so TLMS will need to be installed into a PDSE while Top Secret stays in a PDS library.
