Despite being the root user, why can I not execute a file in /tmp

While being logged in as root we are unable to execute a file that has execute permissions when run from /tmp

The noexec attribute is set for the /tmp mount point

There are two resolutions to this issue:

1. Move the file to another directory where noexec is not set

2. Work with your systems administrators to remove the noexec attribute
