Are RAI legacy license keys CPU ID specific?

Resolution

The CPU passwords are specific to Product, Version, Release, and CPU ID.  
However if the CPUID is specified as "CPU=ANY" then this is a "site" license and the passwords are not tied to a specific CPUID.
