RC/Migrator will not generate a database migration script resulting in not being able to proceed past strategy analysis panel

Issue/Introduction

Cannot create a RC/Migrator for Db2 for z/OS (RCM) database clone migrate script. 
Cannot proceed past the RCM Migration Strategy Analysis panel as the panel just sits
with no movement or error message.

Below are steps:

2.  RC/Migrator

1. Strategy Services

On line….I enter in    C   TEST         TEST     M     U    ssid

A   by Database        and   PTDB   in   Name field

<ENTER>   this should get you back to Strategy Services screen.  

Then on the strategy created… put “A” for analyze by it  <enter> (this is then the troubled screen).

Put in the TARGET ssid as the same subsystem generating from.
If choose “O” or “B” and <enter> to go forward with analyze it does not do anything.   
No error message is produced.

Resolution

The following Post Install task was not completed loading a RC/Migrator @DEFAULT Utilities Model:

RCM     Load and Customize the Model Services Table  

Verify this by going into the following and see if there are 
any models defined with * for MODEL ID and CREATOR in the fields in the header:

2  RC/Migrator    
0 - Profile  
6 - Utility Model Services 

The following Post Install tasks should be verified by executing INSMAIN option:
3  Tasks      - Execute DB2 catalog customization tasks 

RCM     Load and Customize the Model Services Table (6)          
RCM     Load the Automapping Mask Services Table (5)                   
RCM     Load the Rule Set Table -> (4)        

The above correspond to the following options under 2  RC/Migrator / 0 - Profile: 
4 - Compare Rule Database Services     
5 - Compare Automapping Mask Services  
6 - Utility Model Services
