Yes, TDMF swap migration can be used to migrate IDMS data from one device to another. Both devices need to have the same geometry (for instance, 3390 to 3390).
TDMF is a migration tool that allows data migration without interrupting the availability of any applications that may be using that data (for instance, when a DASD volume is being moved to a new device). Upon completion of the swap migration TDMF takes the old volume offline, brings the new volume online and redirects subsequent I/O to the new volume.
