View - SARINIT ENCRYPT Parameter

Our risk management organization has asked us to set the SARINIT ENCRYPT parameter to ENCRYPT=(ICSF,366). 

We need help understanding what that would mean operationally. 

For example, would we need to periodically take the product down to re-encrypt the database? 

Also, we allow our development system read-only access to the production database.  Would that still be possible?

View PTF LU00151 allows for use of a secure encryption key (SARINIT ENCRYPT=ICSFSEC,nnn), as well as there being the use of a clear encryption key (SARINIT ENCRYPT=ICSF,nnn).
