How to restrict access to Arrangement in Oneclick Topology?  restrict users from changing the topology layout.

Users should not be able to choose Radial or Tree in Topology edit mode.

There is a 'Use Auto-Arrangement' privilege to disable the use of Tree/Radial.

Another way to suggest is to group models. This will prevent discovery from rearranging as well.

After grouping a set of models, when a single model in the group is selected, all models in the group are selected.

If manually or through the discovery process arrange models in a Topology, the group is arranged not the individual models within the group.  Grouped models maintain their positions within the group.
