./install.sh -t enforce/detect fails with an error 'No new packages to install'

Cause

If you use a standardized temporary directory for DLP upgrades, you may inadvertently leave rpms from an older release in place that can get picked up by the new installer. 

Resolution

Ensure that no extraneous rpm files exist where you are install.sh is present.
