Time Slicing Group By Scheduled Job Not Working (DE60039)

Issue/Introduction

The time slicing group by job not executing correctly in Prod, it completed less than a second without processing. Data is not getting updated.

STEPS TO REPRODUCE: 

1. Upgrade to 15.9.1 
2. Make sure the stock, scheduled job 'Time Slicing by Group By' is running as scheduled 
3. Go to Modern UX Financial Module for a project that has an existing cost plan 
4. Open a plan to see the plan details 

Expected Results: Planned costs show correct values. 

Actual Results: Planned costs are blank.

This is DE60039, fixed in 15.9.2 and 15.9.1.1

Workaround: Run the job manually to initially update the values. Pause the existing OOTB scheduled job and create a new scheduled instance of the job using the same parameters.
