For parallel upgrade, Should we be creating new instance of DB or it should be a new database server itself?

From a L1 support standpoint you can do either.  Broadcom and L1 does not have a recommendation.  This will depend on your load and usage at your site on your existing DB server to confirm adding a new instance would not cause any potential performance issues while upgrading in Parallel.
