CA1 - TMSCLEAN changes SCR tape's EXPDT to PERMANENT.

Issue/Introduction

A few SCR tapes are rejected by TMS and were assigned an error category with the following message:

TMSUX2F RE-CREATION OF NON-SCRATCH VOLUME REJECTED.                        

IECTMS3 0B14,F83662,IS NOT SCRTCH (20)                                     

IEC518I SOFTWARE ERRSTAT: REJTMS   0B14,VVVVVV,SL,AAAA,STEP05C.STEP05C

During the TMSCLEAN, the EXPDT field for some volumes has been assigned to PERMANENT although these volumes have been already scratched:
