NO UPDATE MADE, JOB NOT SCHEDULED message occurs on schedule load

Issue/Introduction

Scheduled is job not being loaded.  Message in schedule output is NO UPDATE MADE, JOB NOT SCHEDULED

Resolution

The message is occurring because an E, A=, + , -, or =  referback character in column 25  is being used on an event's primary record.    The referback characters should not be used on the event's primary record.   Below is an example of how  the referback character should be used:
 

TESTJOB1 ASAPS*                                            DAILY      
+        ASAPS*         -TESTJOB2                          DAILY
+        ASAPS*         +TESTJOB3                          DAILY
