APPLY CHECK for LU01353 Fails due to missing DDDEF entries

Issue/Introduction

I noticed that one of the enhancements to V16 of Sysview was the EMAILTO command.  From searching the SMPPTS library it looks like PTF LU01353 needs to be applied.  The apply check fails with missing DD statements.  Just from viewing the PTF and doc it appears that the PTF is assuming it needs to remove emailto code/modules from libraries that we do not have.  Since we never had the emailto capability before my question is how do we install/apply this PTF?

Here are the DDs that show up missing in the apply check:

ALLOCATION FAILED FOR CNM4APSC BECAUSE THERE IS NO DD STATEMENT IN THE JCL AND NO DDDEF ENTRY IN TARGET
ALLOCATION FAILED FOR CNM4ASAM BECAUSE THERE IS NO DD STATEMENT IN THE JCL AND NO DDDEF ENTRY IN TARGET
ALLOCATION FAILED FOR CNM4APPS BECAUSE THERE IS NO DD STATEMENT IN THE JCL AND NO DDDEF ENTRY IN TARGET

Prerequisite PTF  LU014533 creates the missing DD Definitions.   

Ensure that all prerequisite PTFs are applied, and complete the HOLD Actions .
