Rally: Feature not available to be added to a Capacity Plan

Issue/Introduction

When we search for a feature in Capacity Planning it does not appear for us to add to the list of Features to plan. 

In the search we are not adding any filters and the Feature is assigned to a project that is selected as one of the teams to include for assignment. The Feature has a preliminary estimate and refined estimate. 

Cause

The feature has no stories assigned to it or the assigned stories have all been accepted.

Resolution

In order for a feature to show up and be added to a Capacity Plan, it should have stories that have not yet been accepted.  As well as be assigned to a team (Project) that has been added to the Capacity Plan.
