Configuration Manager - Capture Failed with "IO.dll is already occupied"

Issue/Introduction

NCM capture on some devices is failing with message "Capture Failed with IO.dll is already occupied"

 

 

Environment

Release : 10.4.1

Component : Spectrum NCM 

Resolution

Problem looks like related to the OS system and to cygwin. A reboot of Windows 2016 server solved the issue.
