Issue/Introduction

When creating project from a template, the Collaboration Manager does not have full access to any of the documents uploaded when the user was creating a template

STEPS TO REPRODUCE: 

  1. Log in as User A with admin rights
  2. Create Template
  3. Add User B to the participants list
  4. Upload document to the template
  5. Create a New project from Template
  6. Make User B as a Collaboration Manager
  7. Log out
  8. Log in as User B with admin rights
  9. Go to Collaboration tab


Expected Results: User B should have Delete, move and Set permissions options for all documents uploaded

Actual Results: User B does not have all options even though they are a Collaboration Manager.
