unable to create a custom Dashboard

Issue/Introduction

When trying to create a custom dashboard from OC get the error "failed to create user dashboard" 

Environment

Release : 20.3, 20.4

Component : UIM OPERATOR CONSOLE - DASHBOARDS/DESIGNER

Resolution

The issue is related to the incorrect Static Filters format used during the creation of the dashboard.

The correct format of the Static Filters as below:
- To collect data from the aws and vmware probes in a dashboard, enter {'prid':['aws','vmware']}.
- To collect data in a dashlet for a specific device, enter {'cs_id':['6']}.
