Unable to associate Risks/Issues by a user with instance edit rights

Issue/Introduction

Clarity user with instance level access rights for Risk/Issue is unable to add Associated Risks/Issues.

Steps to replicate:

1. Login as a user with instance edit right user.
2. Navigate to a project and go to risks page
3. Ensure there are few risks.
4. Try to associate risks via the 'Associated Risks' column

 

Expected Result: Able to add 'Associated Risks' without any error

Actual Result: Error observed in modern UX

 

Classic PPM shows no associated risks
