This is an upgrade from XCOM 11.6 SP00 32-bit to XCOM 11.6 SP02 64-bit.
Unable to uninstall the current version of the software.
The current version of XCOM software has 2 parts:
1. XCOM Family version
2. XCOM Maintenance version.
The family version was uninstalled successfully and while uninstalling the maintenance version encountered an error 1628 "Failed to complete installation":
Unable to proceed further with uninstall of maintenance version due to above error and decided to rollback.
However when executing the rollback plan encountered the below error where the installer is looking for installer file "CA XCOM Data Transport for Windows Maintenance.msi" that does not currently exist on the server ("The feature you are trying to use in on a network resource that is unavailable"):

Component : CA XCOM Data Transport for Windows
This is an upgrade from XCOM 11.6 SP00 32-bit to XCOM 11.6 SP02 64-bit.
A copy of the missing .msi file "CA XCOM Data Transport for Windows Maintenance.msi" for the 11.6 32bit SP00 was able to be located to allow the required steps to be completed.
There is also an XCOM cleanup utility available to remove an existing 32-bit or 64-bit XCOM install or cleanup an attempted uninstall which has failed. The files cleanup32.zip and cleanup64.zip can be accessed from this ftp site using Broadcom Support Portal credentials:

Inside the zip file, the xcomunin32.exe/xcomunin64.exe utility is developed to clean up the leftover traces of CA XCOM Data Transport r11.0, r11.5, r11.6 SP00 32-bit/64-Bit, r11.6 SP01 32-bit/64-bit, and r11.6 SP02 64-Bit from the system.
