XCOM requires APF Authorization and not having that configured can potentially cause a system 047 abend (S047):

An S047 abend can also occur after applying PTF SO12331.
It can be resolved with PTF SO13208 or alternatively with PTF LU00503 which replaces SO12331:

In this case, the ISPF abend was resolved after maintenance was installed.
