Pie chart does not match the List in User License and Activity report

Issue/Introduction

STEPS TO REPRODUCE: 

1.  Log in to Clarity Classic view
2.  Go to Advanced Reporting
3.  Click Reports
4.  Search for User license and Activity
5.  Fill in parameters and click 'Apply'

Expected Results: The user count by license type on the pie chart matches what is in the list

Actual Results:The User Count by License type shows Full and Restricted users on the pie chart but 'View Only' is seen on the list
