Issue/Introduction

In the Phoenix UI Theme, the popup box appears behind the field and binoculars and hides the box where the user needs to click on SHOW OBS to change that department value to Resource OBS value.

redesigned in MUX

There will not be any further enhancement to the Phoenix UI. 

 To work around the issue, simply drag the OBS Unit selection window over to the right slightly and it moves the window out from 'under' the text box. Also resizing or dragging the browser window corrects the issue.
