Issue/Introduction

The TSS MOVE(xx) TYPE(SCA)  failing
 TSS0390E

UNEXPECTED ERROR, CODE = xxx

Reason:

Detailed Reason Codes (DRC). If the code is 079, the problem is simply that
the specified ACID security record is full. See message TSS0473E for more
information. For all other codes, collect dumps and/or trace logs produced by
error. Contact Support.

Resolution

Cannot MOVE ACID that has a MASTFAC to TYPE(SCA) without OPTIONS(72)

Once you assign the MASTFAC to the SCA ACID, you can remove OPTIONS(72) and
the SCA will keep the MASTFAC.
The only purpose of OPTIONS(72) is to allow a MASTFAC to be assigned to an SCA ACID . 
Once the command is complete, you can remove the OPTIONS(72) from the  Top Secret parameter file.
