After reinstall of CA Automation Point or upgrade from prior release the following message on the AXCREXX window can be shown

In this particular case, this issue was caused by locked util.dll file from the prior release.
Reinstall of the CA Automation Point will be helpful. During uninstall/install process all the pop-up messages should be read. If Wizard notifies that there are any conflicts, they should be addressed before proceeding further. The installation logs showing the info that some files were locked, see below a sample of the log messages.

This usually indicates that the locked file is in use, to fix it the process or component that using locked file must be stopped.
As a result, a new installation was trying to use util.dll from the prior release, and this fact causing the RC=267 error messages.
After proper reinstallation of the product all works as it should.
