Endevor getting Shard Vector Storage errors in foreground

Issue/Introduction

Recently installed Endevor on one a test machine.  When trying to invoke Endevor via the ISPF panels , the following error is issued: 

  BSTPNVVI: E004 ERROR GETTING SHARED VECTOR STORAGE. RC=0008 REASON=NO STGE

Cause

The error means that there is not enough storage to run in Endevor.  Endevor requires a minimum of 4096k to run in foreground.
