Issue/Introduction

In AAI 6.3.0 if there is a cross dependency between IWS and AutoSys, there are long jammer cycles observed.

The long jammer cycle is caused by prediction phase trying to build the prediction graph from scratch. The CellObserverCache is cached in the prediction graph but after converter runs, it is cleared out instead of allowing the prediction engine to use the cached one while building a new one. This is only happens when there is a cross dependency between IWS and AutoSys.
