EEM creates the log files but it's not updating the files with any info.

Log files in \CA\SC\EmbeddedEntitlementsManager\logs\ folder are not being updated with any info.
\CA\SC\EmbeddedEntitlementsManager\config\logger\server.xml was corrupted.
Replace it with a backup copy and restart these 2 services
