NFA: ApplyHTTPS tool does not launch

Upgraded NFA from 20.1Sp7 10.0.7 to 21.2.1 build 31
Now the RIB services cannot start
Not able to launch the ApplyHttps tool to convert the console to HTTP or HTTPS
Environment
Release : 21.2.1
Component : NQRPTA - REPORTERANALYZER
Resolution
Please check below points in case the ApplyHttps does not execute
1.ALWAYS run the file as an administrator. Even if you are logged on as an administrator.
2.The executable is not signed and may be flagged by a virus scanner. It is safe to get an exception for this if needed.
3. If the file does not launch, try right clicking the ApplyHTTPS.exe file and go to properties. See if the file is being blocked. If so, unblock it.
For example
In this use case it was Paulo Alto Traps software which was blocking it. It detected it as Malware.
