ATMRULES ruleset doesn't appear in the panel 4.5.3 format rules

Issue/Introduction

When I look at the active rules in 4.5.3, I do not see any of the ATM rules in an old rule list that I am working to convert to ATM to OPS format.

You can see the ATM rules in the panel 4.5.3 if you explicitly put ATMRULES in the RULE SET field. 
The * value won't include the ATMRULES ruleset.
