20.3.3 Custom Data/Time selection in Metric Viewer - data resolution is not sufficient

Issue/Introduction

Problem:  In Operator Console Metric Viewer, all data is shown at 15 minute aggregation intervals no matter what time period is selected.  Zooming in to a 1 hour period only shows you 4 data points and cannot be made more granular.

Resolution

These issues are resolved by upgrading to UIM 20.4/Operator Console 20.4 CU2.
