Assignment actuals sum cannot be fixed by CSTools

Issue/Introduction

There are a few projects that are showing 0 costs for resources even after CSTools was run.

Environment

Release : 15.9.1

Component : CA PPM FINANCIAL MANAGEMENT

Cause

One cause is that there were actually 0 rates for the time period in question.

Resolution

1. Check Posted Transaction Review either on the Cost Plan Detail or on the Financial sub page.
   1. Filter for the investment/resource/task
   2. Check to see if there is a 0 cost for some periods
2. This means that when the transaction posted there was a $0 rate and CSTools will not fix it.

If this was a mistake and there should be a rate make sure there is now a valid line in the matrix to cover the period and then Create WIP Adjustments and Transfer the items back to the same task and resource and click the Calculate New Rate box/

Once the adjustments are done, Approve WIP Adjustments
