Error while upgrading the OC from 9.0.2 to 20.30

Issue/Introduction

I am getting the attached error while I am upgrading the OC from 9.0.2 to 20.3.0

Environment

Release : 20.3

Component : UNIFIED INFRASTRUCTURE MGMT

Resolution

deployed robot_update and java_jre update to OC robot
delete from the local archive all 20.33 hotfix packages that were imported 
run install again or just click Retry

OC install log location:
Windows: C:\tmp\ia\oc.log
Linux: /tmp/ia/oc.log
