it seems oiconnector is not sending MAC addresses to OI

Resolution
The OI Connector does not (by design) report a mac address at the device level, it only includes the mac address for interfaces on a device.
In the case of spectrum, it reports the primary interface's mac address at the device level.
PM does not do this.
