A2PC transformations not being triggered after a previous failure

Issue/Introduction

After having correct the A2PC project file to include the AFP resource libraries were are releasing the files that had failed previously.
The files are going to the printer without transformation. 

Environment

Release : 14.0

Component : CA Spool

Resolution

To retransform files that failed in previous attempts they must be first requeued (R line command) and then released (A line command).

If you just release the file it will be printed directly without any transformations.
