Records from Benefit Plans are showing in odf_ca_costplan

Issue/Introduction

There are instances where records from benefit plans are showing in odf_ca_costplan and odf_ca_benefitplan

and some cost plan records are also showing in both tables.

Is this the expected behavior as not all plans show in both tables?
