Activities cannot be cleared from monitoring tab, OWP at 100 usage

Issue/Introduction

A client shows a number of activities that are "ENDED_OK" but cannot be removed with deactivate or deactivate(forced). 

Client 0 shows something like this in the Administration Perspective -> Clients

Everything is set up correctly for them to be de-activated

One WP is at 100 for B.01, B.10, and B.60
Adding the role column from Administration the Automation Engine Management tab, the upper right corner shows that the WP at 100 is the OWP

Environment

Release : 12.3

Component : AUTOMATION ENGINE

Cause

OWP is caught in a loop with deactivation

Resolution

The behavior described often indicates that the OWP is stuck in a deactivation loop.  To resolve this:

  1. Right-click on the task stuck in the activities window, choose Modify -> Modify Status Manually
  2. Update the status to "ENDED_CANCEL - manually cancelled" and click the "Modify Status Manually" button
  3. Right-click the object in the activities window again and choose De-activate

Additional Information

If neither of those resolves the issue, use the following steps and open a support case to further investigate:

If after updating the statuses, the OWP is still at 100 usage, please set a trace for about 3 minutes, following these steps:

1) Go to administration perspective, then to Automation Engine Management
2) Right-click a single WP and choose "Advanced Options"
3) Change TCP/IP to 2 and Database to 4, be sure and uncheck the "Memory Trace" option on the right-hand side
4) Click Apply
5) Let this run for about 3 or 4 minutes
6) Stop the trace following steps 1 through 4 above, but changing tcp/ip to 0 and database to 0

Then please send all WP logs and traces ending in 00.txt and all CP logs ending in 00.txt
