After upgrade to 8.5 RU3, Deployment jobs executed on predefined computers in WinPE fail.
Automation logs may show the following error/warning:
WARN Policy request: Failed to download or process client policies, retrying in a minute, error: Element not found (0x80070490)

In at least one instance, the error/issue is seen when the "(Initial Settings)" Targeted Agent Settings policy is disabled.
Enable the disabled "Initial Settings" policy by navigating to "Settings" > "Agents/Plug-ins" > "Targeted agent Settings"
Select the "(Initial Settings)" policy, click on the "General" tab and toggle policy "on" then save and test again
