Cost Plan Submit Option default value ignored in Modern UX

Issue/Introduction

While submitting a Cost Plan via the Modern UX, the Submit Option default value is always empty, even if a default value is set. In the Classic UX, the default value correctly appears.

Steps to Reproduce:

1. Go to Administration > Studio > Objects > Cost Plan > Attributes and open 'Submit Option' attribute 
2. Set a default value, 'Replace' 
3. In the Modern UX, open a project with a Cost Plan (or create one) 
4. Go to Financial Plans > Cost Plan, and for the Cost Plan of record, select the three dots for 'Submit for Approval' 

Expected Results: Submit Option has 'Replace' (default value) pre-selected. 

Actual Results: Submit Option does not have any active value.
