UIM Processes Alarms not cleared after probe crash or restart

Issue/Introduction

Currently, many/most probes will clear the previously-sent alarms on restart (or after a probe crash), to get a "clean slate" for the probe.   However, the processes probe does not do this.

- a process may go down and generate an alarm
- the server gets rebooted and the process comes up after the reboot
- the previous alarm does not get cleared even though the process is back up

The processes probe should be brought in line with other probes that clear the previously-sent alarms on restart and then do a re-check of the thresholds which are configured.

Cause

Design issue - working as designed. 

Resolution

The processes probe current design does not support clear the previously-sent alarms on restart or after a crash. 

The Engineering team is currently working on developing a new version of the probe that supports this behaviour.

There is still no ETA as per when this KB is being published in July 2021.
