Servers are greyed out in APM

Issue/Introduction

We are seeing almost all the servers are greyed out in APM for all the tenants.

This happened after the APM scheduled maintenance. Please look into this.

It appears that an instance was overloaded and needed a different placement. Queue processing has improved since then,
