WCC services are running but no login screen shown

Issue/Introduction

After starting the WCC services, there login screen doesn't appear in the browser. Receiving following message in the browser

"This site can't be reached"

Environment

Release : 11.3.6

Component : WORKLOAD CONTROL CENTER

Cause

WCC is not fully started up.

Resolution

The WCC login page will be presented when following message appears in the CA-wcc.log file:

INFO: Server startup in [nnnnnn] milliseconds

You can check this thru following command 

 Windows: 
     findstr /C:"startup in" "%CA_WCC_INSTALL_LOCATION%"\log\*.log
     

 Unix: 
     grep "startup in" $CA_WCC_INSTALL_LOCATION/log/*.log
