Random Channel Events Taking Significantly Longer Than Average

Issue/Introduction

We're seeing a number of channel events taking much longer than we would expect in some download channels. Normally these events take no more than a few seconds, but the events we found are taking 20-30 seconds or more. Attached are spreadsheets with some details of the events we've found this and the raw SQL queries used to generate this data. The events include the following:
