Issue/Introduction

The allocation of a permanent dataset in the processor is failing with an allocation error: 

C1A0010E  ALLOCATION ERROR RC=970C-0000, DDNAME=FILE1
C1A0011E  IKJ56894I DATA SET PERM.SYSTEM.DATASET NOT ALLOCATED+
C1A0012E  IKJ56894I STORAGE MANAGEMENT SUBSYSTEM DETECTED AN ERROR, EITHER MESSAGES WERE NOT REQUESTED

They are also receiving a security violation in JES output: 

ICH408I USER(userid) GROUP(group) NAME(name)  609
    609               PERM.SYSTEM.DATASET CL(DATASET ) VOL(*BLANK)
    609               DEFINE - INSUFFICIENT AUTHORITY

Cause

User not authorized to allocate that dataset

Resolution

Give the user the authority to allocate that dataset. Permanent dataset allocations happen under the userid, not the alternate id
