Why Db2 tools for z/OS PTF LU00162 is not a PREREQ for PTF LU00283?

Issue/Introduction

The following apply check and apply was run without any issues. 
The CDBALOAD that was created from this apply would not work with PTXMAN or SYSVIEW tasks or online.   
Error was S806 on module CSLLVLST. 

The problem was resolved by adding a single PTF (LU00162).

Resolution

The initial PTF SO15789 had a dual approach based on the presence of CSLLVLST load. However PTF LU00283 changed the approach
to abend if CSLLVLST load was not present. While the same processed as the original PTF was followed, this PREREQ condition
was missed on the Broadcom end.
