Resource Finder - access rights required

Issue/Introduction

How do you give access to Resource finder? I have tried from Instance level Page and Portlet but haven't been able to determine which access is needed

Resolution

Resource - Navigate or Resource - External Access will give access to see Resource Finder. The user will also need Resource - Hard Book or Resource - Edit Book to see resources on the page.
