Unable to launch the Spectrum Control Panel in Windows 2016 server.
In the $SPECROOT/bin/SCP.OUT file:

Cause
The Spectrum Install Owner account's Desktop folder was corrupted.
The following error was displayed when tried to access the Desktop folder:
Location is not available
C:\Windows\system32\config\systemprofile\Desktop is not accessible.
Resolution
Engage the Windows administrator to fix the issue.
