Project Tiles Project Manager search screen slow for non admins

Issue/Introduction

Project Tiles search fields 'Project Manager' and 'Team Member' are slow to display values to select from if you have access at the OBS level.

STEPS TO REPRODUCE: 

1. Log in to the Modern UX as a user with Resource and Project access at OBS level
2. Go to Project Tiles
3. Click into the Search field
4. Click on the Project Manager field

Expected Results: A list of available resources displays within one or two seconds

Actual Results: It takes about 5-10 seconds for the dropdown with values to display

Fixed in 16.0.1

Workaround: Grant access Project - View Management – All at the global level
