Warn when 200 concurrent tests per bucket are about to be exceeded

Issue/Introduction

It may happen that scheduled tests do not run as planned without any apparent reason.

Cause

There is a limit of 200 concurrent tests running per bucket. If this is exceeded, additional scheduled tests do not run.

Resolution

Split tests over multiple buckets if possible.

It is on the roadmap to implement some kind of alert system in the last quarter of 2021 that warns when the 200 concurrent tests limit is about to be exceeded.
